The reforms of the Brazilian health system gained important redefinitions following the proposals made during the 8th National Conference on Health, and the incorporation into the 1988 Federal Constitution of principles and guidelines consolidating the legal understructure of the Unified Health System, which redefined the direction of health policies in the country. However, the reformist agenda that led to the creation of SUS was confronted with limitations of different orders, which still pose significant challenges to the operation of the SUS. Among these, the fragmentation and verticalization of health practices are underlined in the article as important complicators to integral healthcare as prescribed by the Constitution.. From this perspective, this article seeks to analyze the possible contributions of the National Humanization Policy to the challenges faced by the SUS and to understand how the implementation of constitutional principles and guidelines have redesigned the profile of state intervention in health.
