Territorialization Policy and its interrelationship with Social Assistance Policy: The Territory of South-BA Coastal Identity

The study analyzed the relationship between the territorial management underway in Bahia and the National Social Assistance Policy (PNAS) in the context of the South Coast Identity Territory (TLS). Qualitative research was conducted through interviews with representatives of CODETER and municipal managers of SUAS in the municipalities of Itajuípe and Itapé (small municipalities – IBGE classification). The Territory does not have medium-sized municipalities and only two large municipalities, which did not express interest in the research. The results indicate that the territorialization policy implemented by the state management of Bahia encounters obstacles, since it dispenses with the articulation with the state and federal instances, and that the actions of the government in the form of guidelines, express the hegemonic rationality of the set of forces and political subjects that act in the territory. There are weaknesses in the representativeness at the identity level, since the composition of CODETER has a low rate of participation of traditional peoples. In addition, there is the difficulty of cohesion for the construction of a territorial pact capable of providing economic dynamism to the Territory. Andthere are weaknesses in the recommendations presented in the Territorial Plano for Sustainable Development, which highlight the inconsistency of the objectives proposed for the TLS, because they do not consider the variables of the local reality, historical processes, conflicts and crises. The T erritório lacks more articulated actions with regard to territorial management and the relationship between the Territorial Collegiate and municipal, state and federal representations; which would enable the resolution of economic/productive issues of the T erritory, not evidenced in the State PPA of the last two quadrenniums. Regarding the Social Assistance policy, we consider its non-assumption of status, present in the 1988 Constitution, as an integral policy of social security, according to research reports that reveal the subsidiary character before other social policies such as health. Therefore, the category Território of Identity brings in its fertile core discussion of new parameters of development compatible with the transdisciplinary, dynamic and multidimensional nature of the concepts involved. However, the format scrutinized by State Law No. 13,214/2014 reiterates a model of abstract formulations of phenomena, permeated with false theoretical and historical premises, which do not present substantiated propositions about structural issues relevant to the ongoing problem.
