The welfare rights provided by ECA and the Federal Budget

This study analyses the Children and Adolescents' Statute (ECA) and verifies whether the social support measures set forth therein are accepted in the National Social Assistance (PNAS). It also examines if the measures contained in the ECA and programmatic PNAS took shape in the budget laws from 2006 to 2010. It examines the allocation of public funds for the implementation of social assistance provided by the ECA and PNAS and makes comparisons between the values assigned to programs for children and adolescents and the total budget expenditure in this period. It details the program Pro-Sinase for ITS close ties between the actions THAT it contains and the provisions of the ECA and PNAS. It notes that the amounts allocated are low and the effective execution of these resources does not reach half of the available values. It concludes with data about children and adolescent's situation which need to be faced from the standpoint of budget.Downloads
