Family and community life policy: the contradictions of Public Social Protection

Abstract

This paper discusses the family and community life policy proposed in the National Promotion Plan, Protection and Defense of the Right of Children and Adolescents to Family and Community Life – PNCFC. The relationship family/State was observed as regards the sharing of social protection considering the importance of family and the emphasis in family and community life in the current conjuncture. A theoretical reflection was made about the connection between the emergence of this policy and the retraction of public social protection. In the analysis of the PNCFC document, it is possible to observe that the conceptual apparatuses that ground it and the guidelines that govern it naturalize the role of family in social protection predicting the extended family and the social support network as means to allocate resources to full protection and guarantee the right to family and community life.
