Abstract

The aim of this article it is to explain in a succinct way the traits of the social policies development as an axis of the Uruguayan national reality during a period called “restored democracy”. At the beginning , we are going to define the features of the Uruguayan State Reform and the path of the social policies during that period characterized by the application of the New Public Management Paradigm principles during the Administrations after the Militarydictatorship . In the end, we give an analytic proposition based in the legacy of Antonio Gramsci,, not only as an alternative reading material but also as a way to understand the actual reality that can be applied, as we think, to others national realities.
