This article tackles succinctly the Brazilian social politics’ historic process characterizes its new ways witch heads for the Income Transfer Programs in the 21st Century. It emphasizes the international debate and first initiatives from Brazil, through the Minimum Income Program, considering its forerunner that made possible to introduce other programs of the same scale. The 1970’s and 1990’s proposals about the Income Transfer Programs stand out, witch make these as a instrument to fight against the poverty on a world wide character and the subsequent change when the target public is a family. Subsequently, the focus of the social programs is issued and the consequent exclusion from selection processes, that cover the town access to federal government resources. The article concludes itself by analyzing the reach, possibilities and limits of these politics.
