Abstract

The objective of this article is to reset the main moments of the constitution of the Brazilian social protection system, and the historical relation between the “public” and the ‘private” always present, with prominence for the new relations and symbioses among those spheres, in the drawing of the contemporary social politics, marked by a dialectics of continuities and ruptures manifest in the restoration of historical manners of the facing of the refractions social subject, in partnership with the civil society, with modernization lines and of new participation speeches and of the decentralization.
