Abstract

This critical-theoretical study performs an evaluation of the restructuring process of mental health attention in Brazil of ,identifying some advances and challenges.. Promoted by the Ministry of Health as a public policy during the 1990s, this reorganization pivoted around the citizenship of the mentally handicapped and the reorientation of the model of assistance. The conjuncture of advances route to the recognition of the social rights, allowed that some actors assumed its defense, however, identifies the announcement of a new drawing in the correlation of forces since 2006, guided by critical to the direction printed in the conduction of the assistencial model, that got significant advances in the expansion of the Caps; reduction in the number of stream beds in psychiatric hospitals and changes in the work process. But, the reformist ideário can be appropriate for other forces politics.
